This was expected.<br \/>\nMeanwhile, the Iraqi electoral commission is already looking into possible <a href=\"http:\/\/news.bbc.co.uk\/1\/hi\/world\/middle_east\/4351680.stm\" target=\"_blank\">voting irregularities<\/a>, and expressed &#8220;surprise&#8221; at Secretary Condoleeza Rice&#8217;s assertion in London last week that the constitution would be approved.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The success or failure of the referendum on the Iraqi constitution rests on the vote from Nineveh, one of the provinces with a significant Sunni Arab population.
